Chelmsford Town Centre
Cowen+Partners was briefed to design the masterplan for The Meadows, a key part of Chelmsford Town Centre. This highly sustainable new community of homes, underpinned by retail and town centre uses seeks to invigorate and activate this critical part of the Victorian Town centre.
The masterplan will ensure that the Chelmsford Cultural Quarter delivers much more than homes and offices, important though they are. This is a new community and a new creative quarter. We are determined that the site’s remarkable landscape setting should be reflected in outstanding urban design and architecture, Smart City infrastructure, and a sustainable development model that will contribute to the city’s and Essex council’s carbon neutral ambition.

Our plans will bring people back to the river to enjoy the spectacular scenery with established riverside walks, play spaces and restaurants on the river. With wellbeing and value curation in mind, we will explore the potential to establish a new water sports hub, ecology zone, boat club and filtered lido for river swimming. This is a critical part of your and our vision for Chelmsford, to attract people to live in the cultural quarter, a destination rooted in landscape led well-being and artisanal lifestyle.
